Followed by this from Scottish Water.

Asset Impact Assessment
Scottish Water records appear to show abandoned sewers within your development site. Please note that Scottish Water records are indicative only and your attention is drawn to the disclaimer at the bottom of this letter. The developer should satisfy themselves that this infrastructure has been broken out and removed from site. Failure to do so would run the risk of future collapse of structures if they are built over the voids left by the infrastructure. If require further guidance on the procedure, please contact the Asset Impact Team.
Surface Water
For reasons of sustainability and to protect our customers from potential future sewer flooding, Scottish Water will not accept any surface water connections into our combined sewer system.

There may be limited exceptional circumstances where we would allow such a connection for brownfield sites only, however this will require significant justification from the customer taking account of various factors including legal, physical, and technical challenges.
In order to avoid costs and delays where a surface water discharge to our combined sewer system is anticipated, the developer should contact Scottish Water at the earliest opportunity with strong evidence to support the intended drainage plan prior to making a connection request. We will assess this evidence in a robust manner and provide a decision that reflects the best option from environmental and customer perspectives.

Maybe if the old board had not  been set in their ways and looked at Pitreavie earlier when the Astro had been built as there was a training base there with changing rooms etc plus grass pitch? 
Mr Cook comes in and they are training at Pitreavie which is good and great facilities for the club… why do we need the facility in Rosyth that is going to cost 100k plus when Pitreavie is there and they are planning another Astro to be installed?

I don't know all the financial pros and cons, but presumably these were gone through when the German investors came in as Board members - I know they were very keen (for football reasons and as part of their long term vision for the club) that DAFC should have its own dedicated training "home" rather than renting facilities.

I suppose moving the gym facilities from EEP will also allow that building to be monetised in some way, which will give an income stream to help defray the Rosyth costs.
